Over the years, our lawyers have gained extensive experience in the area of public tenders and in the preparation of effective bid submission packages for governmental and quasi-governmental bid solicitations. We have been involved in major tenders involving telecommunications, DRP, insurance and services projects.
Our lawyers are skilled in analyzing bid solicitations and prerequisite evaluation criteria, assisting in the preparation of effective proposals, challenging criteria or selection decisions, and advising clients on compliance measures or subcontracting issues.
When necessary, we represent clients in Israeli courts on challenges to tender criteria and results, as well as other disputes relating to public tenders.
Sample Assignments
Recent assignments in which our firm was involved include:
- Assisting a major telecommunications provider in successful bid submissions before governmental agencies, for the provision of landline telephony, data transmission and ISP services;
- Assisting Med-1 IC-1 1999 Ltd., a leading collocation service provider, in successful bid submissions before governmental agencies, for the provision of collocation services;
- Assisting Clal Health Insurance Company Ltd., one of Israel’s most prominent health insurers, in successful bid submissions for two major tenders relating to the provision of health care services;
- Representing Partner Communication Co. Ltd. and Partner Landline Telecommunication Solutions L.P. before the Court of Administrative Matters and the Supreme Court, in an administrative motion submitted by Bezeq against the Ministry of Welfare and other parties, in an attempt to cancel a bid issued by the Ministry of Welfare for the provision of subsidized telephony services;
